Kairat Mami re-elected Speaker of the Senate; CEC registered appointed senators and sets out campaining costs for Maslikhat election

On 24 November, Kairat Mami was re-elected Speaker of the Senate, as Deputies voted unanimously for his nomination; Kairat Ischanov, former head of the committee of finance and budget, was elected deputy–speaker. The Central Election Commission (CEC) registered the seven senators appointed by the President on 24 November. The CEC said KZT 349,000 (EUR 1771), covered by the national budget, will be allocated to each registered candidate campaigning for regional Maslikhat elections. KZT 179,000 (EUR 908) will be allocated to each candidate for municipal and district Maslikhat elections. (Interfax, Kursiv, Tengrinews)

Nur Otan approves its National Action Plan during the 14th Congress of the Party in Astana; A new government to be formed after elections - Nazarbayev

The National Action Plan of the People's Democratic Party Nur Otan has been approved at the 14th Extraordinary Congress on 25 November in Astana. The party list of 127 candidates has been approved as well. Among the candidates, daughter of the President Dariga Nazerbayeva was nominated. The President said a new class of owners will be formed, through People's IPO system. He also stated that a new government would be formed after the parliamentray elections. Ak Zhol holds Party Congress

The Ak Zhol Party Congress took place on Sunday 27 November in Almaty. Party leader Azat Peruashev announced the party’s intention to work constructively with President Nazarbayev. The party also proposed 10 steps to improve the quality of life of citizens of Kazakhstan and an obligatory state language test in order to receive citizenship. Ak Zhol Party aims for 90% of citizens to know the state language by 2020. (Radio Azattyk, Tengrinews, Zakon)

Congress of OSDP and KPPK took place in Almaty on 26 November

During the 9th Congress of the Nationwide Social Democratic Party (NSDP) on 26 November in Almaty, a party list of 57 candidates has been approved, among them and creator of the blog guljan.org Guljan Ergaliyeva. NSDP is against the creation of a Eurasian Union. The party's election platform was created. The Communist People's Party of Kazakhstan (CPPK) approved the party list of 23 candidates. Opening of the institute of international observers for the parliamentary election; several political parties may pass the 7% election threshold

The Central Election Commission (CEC) and the Ministry of Foreign Affairs opened the institute of international observers for the early parliamentary elections. "The accreditation of observers will be completed five days prior to the elections," CEC Chairman Turgankulov said at a meeting with representatives of the diplomatic corps in Astana on 28 November. Moreover, he believes that several political parties may pass the 7% election threshold to win seats in the Majilis. (Interfax, Newskaz.ru, Tengrinews)

Shkhanov and Mambetalin on the Party list of "Rukhaniyat"

At the 8th Congress of the Rukhaniyat party on 30 November in Almaty, members made Mukhtar Shakhanov its ideological leader. Serikzhan Mambetalin will remain the party's chairman. The party suggests that Kazakhstan should adopt green initiatives as its national idea and urges the introduction of tougher environmental controls and regular environmental certification of industries. Rukhaniyat also says agriculture based on modern environmental technology should become one of Kazakhstan's priorities.

Nur Otan first filed with the CEC party list of candidates for registration

After the 14th Congress of the Nur Otan party, a list of candidates for deputies of the Majilis has been approved and started on 30 November to register the party list with the Central Electoral Commission. (Interfax, Newskaz.ru, Radio Azzatyk, Zakon)
